DeepSeek and MiniMax registered under China’s new AI export rules, then kept open-sourcing models.
Since October 16, China requires AI companies to register with the government before sending covered AI technology abroad, and publishing a model’s weights or code for anyone in the world to download (open-sourcing) counts as that kind of export, so even open-source releases now need a filing first.
